Background

The Planning and Compulsory Act 2004 introduced a new system of development planning known as the Local Development Framework (LDF). This new system will result in Structure and Local Plans progressively being replaced by a series of Local Development Documents contained within an overall Local Development Framework (LDF). These documents will set out the spatial strategy, policies and guidance for the District.

At its meeting on 16th March 2005 the Committee approved a Local Development Scheme (LDS) which sets out the documents the Council will produce over the next 3 years and which will form part of the Local Development Framework for Bridgnorth District. The LDS was formally submitted to the Secretary of State via the Government Office for the West Midlands (GOWM) on the 17th March 2005 at which time GOWM confirmed that it did not wish to intervene and considered the LDS to be 'fit for purpose'. The LDS took effect on the 15th April 2005.

A key feature of the new system is the involvement of the community in plan making. One of the first documents that must be produced is the Statement of Community Involvement (SCI). This document outlines how the community and stakeholders will be involved in the preparation of Local Development Documents (LDDs) and also in the consideration of major planning applications.

The Statement of Community Involvement is intended to improve the quality of the planning process by building upon current consultation practices and seeking to involve a wider range of participants at an early stage in the process. Preparation of this document involves a number of stages;

3. Submission to SoS and consultation
4. Examination
5. Adoption
