Gambling Act 2005 - Statement of Principles
The Gambling Act 2005 gives effect to the Government's proposals for reform of the law of gambling.
The Act contains a new regulatory system to govern the provision of all gambling in Great Britain.
The Gambling Act received Royal Assent on 7th April 2005. The Act gives new responsibilities to Councils (Known as Licensing Authorities) to undertake a number of licensing and regulatory functions in relation to gambling premises.
In all of their activities, licensing authorities will be guided by the three licensing objectives:
- To prevent gambling from being a source of crime and disorder, being associated with crime or disorder or being used to support crime;
- To ensure that gambling is conducted in a fair and open way; and
- To protect children and vulnerable people from being harmed or exploited by gambling.
The Act will involve anyone involved with Pubs, Clubs, Betting Shops, Amusement Arcades, Bingo Halls, Casinos, tracks and any other business types concerned with Gambling.
To continue to operate after 1st September 2007, current premises operators must apply to convert existing permits, during 2007.
In order to assist licensing authorities in undertaking these new responsibilities, and to provide transparency for those wishing to apply to an authority for permission under the Act, section 349 requires all licensing authorities to prepare and publish a Statement of Principles.
Bridgnorth District Council's draft Statement of Priciples was consulted upon between 21st June and 30th September 2006.

Licensing authorities are required by the Gambling Act 2005 to publish a Statement of Principles which they propose to apply when exercising their functions. This Statement of Principles must be published at least every three years. The Statement of Principles must also be reviewed from "time to time" and any amended parts re-consulted upon. The Statement of Principles must be then re-published.
The final Statement of Principles were approved by Full Council in December 2006.
