Council Tax Bands
Council Tax is charged on most domestic properties in the district (see below for exemptions). Discounts are available to certain households (see below).

The amount of Council Tax payable depends on the value of your home, which will fall in to one of the following bands (A to H).

| Band C | Values over £52,000 but not over £68,000 |
| Band D | Values over £68,000 but not over £88,000 |
| Band E | Values over £88,000 but not over £120,000 |
| Band F | Values over £120,000 but not over £160,000 |
| Band G | Values over £160,000 but not over £320,000 |
| Band H | Values over £320,000 |
Person(s) responsible for payment of Council Tax
To find out who will have to pay for your home, look at the list below. As soon as you reach a description which applies to one or more people in your home, they are 'liable' and responsible for paying the bill. The spouse or partner of a liable person may also be held jointly liable.
- A resident
- A resident freeholder
- A resident leaseholder
- A resident tenant
- A resident licensee
- The owner (unoccupied property)
A resident is a person of 18 years or over who occupies the dwelling as their only or main home.
The following unoccupied properties are exempt from the Council Tax:-
- Properties which require major repair works to make them habitable or which are undergoing structural alterations, provided that they are unoccupied and unfurnished - exemption will be granted for a maximum of 12 months.
- A dwelling owned by a charity for 6 months after the date it was last occupied.
- A substantially unfurnished dwelling for 6 months after the date it was last occupied.
- A dwelling where the owner is in detention.
- A dwelling where the owner is now resident elsewhere for the purpose of receiving personal care in a residential home, hospital, etc.
- A dwelling which forms part of a deceased person's estate for six months after grant of probate/letters of administration.
- A dwelling where occupation is prohibited by law.
- A dwelling held available for a minister of religion as a place from which to perform his duties.
- A dwelling where the owner has moved elsewhere in order to provide personal care to another individual.
- A dwelling which is owned by a student who is resident elsewhere during term time.
- A dwelling left empty by a bankrupt where the liable person is a trustee.
- Caravan pitches or boat moorings.
- Annexes.

The following occupied properties are exempt from Council Tax:-
- Property occupied wholly by students.
- Property owned by the Ministry of Defence.
- Dwellings where all residents are under 18 years old.
- Property occupied only by a person or persons who are severely mentally impaired.
- Annexes occupied by a dependent relative.
The owners and not the resident(s) of the following types of property will be liable to pay the Council Tax on them:
- Residential care or nursing homes.
- Religious communities.
- Dwellings in multiple occupation.
- Dwellings which are occasionally occupied by an employer whose staff are resident.
- Residences of Ministers of Religion.

Discounts
In most cases a full Council Tax will be payable if there are two or more people aged 18 or over living in a property. People living alone will qualify for a discount of 25% on the bill.

Discounts may also be granted in some cases if the people living in a property belong to one of the following groups:-
- Severely mentally impaired. You can apply for a Mental Impairment Disregard discount online.
- Disabled persons. You can apply for a Disabled Persons Council Tax Relief online.
- Persons in residential care homes. You can apply for a Resident in a Nursing Home discount online.
- Residential care workers. You can apply for a Care Worker Disregard discount online.
- Carers.
- Apprentices. You can apply for an Apprentices discount online.
- Prisoners.
- Over 18 in receipt of Child Benefit. You can apply for a Child Benefit Disregard discount online.
- Hostel residents.
- Under 20 and in further education.
- School leavers.
- Hospital residents.
- Student nurses.
- Students. You can apply for a Student Discount online.
- Y.T. Trainees. You can apply for a Youth Training Disregard discount online.
- Members of a religious community.
- Members of visiting forces and certain international institutions.

Changes since April 1, 2004
With effect from April 1, 2004 we have decided that a property which has been unoccupied and unfurnished for a period in excess of six months, and which previously received 50% discount, will no longer receive any discount.
Also unoccupied but furnished properties will be classed as second/holiday homes with the discount being reduced from 50% to 10%.
Any property occupied for job related purposes where the occupier has a main residence elsewhere will continue to receive 50% discount.

Please note that neither banks nor the Post Office are collecting agents for the council and your account will not be cleared until payment is received and identified. Please also note that the council does not accept post-dated cheques.
