Club Premises Certificates

The Licensing Act 2003 gave responsibility for licensing the following activities to local councils. A licence will be required for:

  • The sale or supply of alcohol
  • The provision of regulated entertainment
  • The sale of hot food or drink between 11pm and 5am for consumption on or off the premises
  • The supply alcohol to a member of a qualifying club or to sell alcohol to a guest of a club member

There are exemptions to all of the above and details can be found under 'Premises Licences' and 'Temporary Event Notices' on the Department for Culture, Media and Sport website.

Qualifiying Clubs

There are a number of qualifying conditions including the following:

  • The club is established and conducted in good faith as a club (i.e. any gain is applied for the benefit of the club or for charitable, benevolent or political purposes)
  • There must be at least 25 members
  • There must be at least 2 days elapse between nomination for membership and admission into the club
  • Alcohol is only supplied by or on behalf of the club.

The application procedures are the same as for Premises Licences, however there is not a requirement for the sale or supply of alcohol to be by a Personal Licence holder and a Designated Premises Supervisor is not required.

Fees

The fees for club premises certificate application will depend upon the non-domestic rateable value of the premises. Further details from www.culture.gov.uk under alcohol and Entertainment - Fee Levels.
